SAFCON refers to the Cargo Ship Safety Construction Certificate.
An extension certificate is issued when the ship cannot complete renewal survey before certificate expiry.
What is SAFCON Extension?
It is a temporary extension of the Safety Construction Certificate validity, granted by the Flag State / RO (Class) to allow the ship to continue trading until survey is completed.
Legal Basis

Issued only when:

Renewal survey is partially completed, or
-
Ship is en route to a port where survey can be done

Validity

Maximum: 3 months

Cannot exceed 5 years + extension

Not renewable repeatedly
Conditions for Issue

Ship is seaworthy
-
No outstanding statutory deficiencies

Surveyor satisfied with ship’s condition

Endorsement or separate Extension Certificate issued
Limitations

Not allowed if ship is unsafe

Cannot be used to avoid surveys

Some port states may restrict trading
