Criteria for Hong Kong convention entry into force

• Minimum no : of states  : 

            Atleast 15 states must ratify the convention

• Contribution to world shipping

            Ratifying states must together represent 40% of ships by gross tonnage

• Ship recycling volume 

            Ratifying states must have a combined recycling volume of atleast 3 % of their merchant shipping
